The acronym "REACH" stands for
"Registration, Evaluation and Authorization of Chemicals"

The old EU legislation on chemicals registration is a patchwork quilt
Many policies and regulations.
There are different rules for "existing" (in September 1981 on the market)
and "new substances". While new substances have to be thoroughly tested before
they receive marketing approval, there are no such requirements for existing substances not so far.
To end this unequal treatment, it was in October 2003
introduced at European level, a draft of the new rules on chemicals registration.
REACH was born and is now after various adjustments and revision steps
at 01 June 2007 entered into force.
The purpose of this Regulation is to provide a high level of protection for the health
and for the environment and ensure the free circulation of substances on the market
ensuring and enhancing competitiveness and innovation.
REACH is based on the principle that manufacturers, importers and
also need to ensure downstream users (downstream user) that they are only producing,
on the market and use which do not harm human health and the environment.
These provisions are underpinned by the precautionary principle.
Everyone, if he substances in quantities> 1 tonne per year, produces or imports
This substance must be registered.
Without registration, the continued use or distribution is excluded.
